centreville and northbound 95 from fredericksburg. on the brakes approaching woodbrige heading up through newington. in maryland on 270, an accident reported northbound at 109. we are still blocking one lane northbound on the right side. southbound, a lot of the rubbernecking delays as well as a shoulder closure. that is impacting the drive with the accident activity in the median, southbound 270 at 109. back to you. >> thank you. new this morning the taliban in afghanistan is claiming responsibility after a suicide bomber driving a motorcycle packed with explosives rammed into a patrol of nato and afghan forces. at least 14 people dead including three nato troops and their translator. their nationalities are not known. this happened in kohst province

in eastern afghanistan in an area where most of the troops are american. d.c. police are investigating after a man and woman were injured by gunfire. it happened just after 10:00 last night at new york avenue and north capitol street in northwest. the man was shot in the leg. the woman was shot in the arm. police of not release details on a possible motive or suspects. in prince george's county, firefighters are investigating a suspicious apartment fire in oxon hill. it happen before 11:30 last night on livingston terrace. the fire was contained to the second floor of a three-story building. no one injured. >> occupy dc marks its one-year anniversary with a protest which could snarl traffic in the district. brianne carter is live this morning with details on today's protest. >> disruptions and delays downtown. that is what we have to watch

for this morning. protesters are holding a series of events to mark the anniversary of the occupy dc movement. we will take a look along k street at this hour. things are moving i sleep. in about an all more or an hour- and-a-half from now it could be a very different scene. participants of the occupy dc movement say that they plan to storm k street. amount 7:30 some protesters are expected to fill the streets in this area and marched several different locations around downtown, including the imf world bank' -- imf, world bank, insurance firms, and other places. they will shut down k street. the encampment at mcpherson square a year ago first began in d.c. protestors lift in tents for 4 months before being driven out

by u.s. park police. so expect some delays this morning in this area. if possible, take an alternate route. we expect they will gather in this area of around 7:00 this morning and began marching around 7:30. brianne carter, abc 7 news. >> there's a hearing today for the man accused of shooting a security guard at the family research council in downtown d.c. floyd corkins remains jailed after pleading not guilty. he was found competent to stand out. he walked into the building in august and then shot the guard in the arm. investigators say that he said he did not like the group's politics. it's been a controversial spot in alexandria for years, but today the genon power plant closed for good. neighbors say the pollution the plant cost for years is worse than a loss of more than 100 jobs. john gonzalez explains. >> good morning.

about 120 employees will not be returning to work. the smokestacks are quiet this morning and the plant is dark. an amazing sight, considering this plant has been burning coal since 1949. one of the area's largest our plants and perhaps biggest polluters is shutting down today. this after a decade-long dispute that included residents arguing that their health was in serious danger. >> i have to take medicine the rest my life. >> the plant located on the potomac river has gone by several names in the past 60 years. the owner claims the main reason its closing is because natural gas is much more efficient than coal. neighbors believe it's much more to do with pressure over pollution. >> this would be all over the neighborhood, all over the house. you cannot open the windows. >> nearby neighborhoods say they have been dealing with harmful and coal ash for decades. closure is part of an agreement between city officials and the

houston-based energy company. >> if the wind blew in the wrong direction, it would blow directly into my room on the 14th floor. >> the plant will receive $32 million held in escrow for environmental control. city officials hope to use this waterfront property currently owned by pepco for retail and commercial space. john gonzalez reporting from alexandria. >> on the campaign trail president obama and gop challenger mitt romney getting ready for wednesday's debate. the president is huddling with top advisers at a desert resort in nevada. romney spent most of the weekend with his team in massachusetts. he will be in denver today for a rally and more preparation. >> we will check in with jummy olabanji. she is at the live desk. you have been following developments, everything from bacon to breaking news.

>> just released is a video on youtube that is from a group called vote for stuff. it's targeting young voters, a group that romney and obama are trying to attract. so they started an on-line campaign trying to get the new vote to let the candidates know what is most important to them. this video was released a few minutes ago. >> dogs would pick up my poop with a plastic bag. >> plenty of hollywood actors and actresses and comedians in the video. they're all talking about funny things that they would like the candidates to pay attention to. but there is a serious tone at the end of the video. are asking all young people ages

18 through 29 to make their own video, anywhere from 30 seconds to a minute long and then post it on their facebook page or on twitter with the hashtag vote for stuff. then the hollywood actors and actresses plan to use their videos and collaborate those with those of users from across the country and then post them directly online to the obama and running campaigns. they say that if the campaigns want the youth vote, if they have to pay attention to the issues important to them. the videos including a hollywood celebrities is the first of what should be many videos of we will see throughout the campaign season as we head for november. back to you. >> thank you. 6:09 51 degrees still. ahead, the boy scouts make a change in policy to help police. >>

an american contractor also died back. the afghan defense ministry said the incident was the result of a misunderstanding. >> the boy scouts of america are planning to begin bringing suspected abusers to the attention of police and sheriff's departments all across the country. the organization says it is sticking its years of files to make sure no pedophiles have fallen through the cracks. abusers are named in the organization'sa perversion files. the court ordered release of the files from 1955 through 1985 is expected sometime this month. >> california will become the first state to ban a controversial form of psychotherapy aimed at making gay teenagers straight. it will prohibit conversion therapy for minors. gay-rights groups are happy about the decision. conservative villages groups say that it hinders parents' rights to provide psychological care for children experiencing gender confusion. >> a former child star says that

good morning, washington. it's monday, october 1. i'm natasha barrett. steve has the morning off. >> and i'm cynne simpson. happy monday to you. let's check in with meteorologist jacqui jeras. that fog definitely means people need to leave extra time this morning. >> yeah, they do. it's going to be down tie quarter mile. western maryland, extreme northern virginia, we are going to be dealing with that the next couple of hours. reagan national at 55 degrees at this time. we do have just fair skies. we don't really expect the fog in the immediate metro, but this picture, that's frostburg maryland. i assure you, you can't really tell with the fog. visibility down to about 1/3 of a mile there, and a chilly 38 degrees. there's the advisories we're talking about, so winchester, hagerstown, also in these advise is, the fog expected to . the clouds will thicken up today, but mostly dry until real late with a chance of

showers. from the belfort furniture weather center, over to traffic. good morning, angela. >> as you mentioned, reduced visibility. plan for extra travel time this morning. we're looking at volume delays. northbound 95, it gets even heavier once you get into springfield and continue on 395. the accident on 395 northbound just past duke street. it's on the shoulder. we're looking at major delays as you make the trek from the beltway past the accident scene. also still seeing slow traffic in maryland from an earlier crash reported on southbound i-270. it's going to be at 109 in the median, but impacting traffic on the northbound as well as the southbound side. cynne and natasha back over to you. >> thanks so much. it's 6:32 right now. we're following breaking news just coming in to our newsroom. we're learning about a tour bus crash in northern china. >> we're hearing -- jummy olabanji is live and we're

hearing this is a bus full of tourists. >> yeah, that is what we were hearing, and we sadly can report that there have been some fatalities. we have this video just coming in to the abc 7 newsroom. we know that at least six people have been killed in this deadly bus crash five german citizens and one chinese citizen. you see the aftermath of this video here happening early this morning in china. according to the news agency located in the capital city of beijing, this accident happened on an expressway that links the port city with the capital of beijing. they also say up to 14 more people were injured in this tour bus crash, but they do not have their nationals or any other details about their conditions. once again, we know at least six people killed in this deadly bus crash. you see the workers there right now cleaning what is left of this wreckage up off that scene. this happening outside of beijing. we're continuing to monitor this story as well.

website, later this morning protesters will meet pack at freedom plaza to have another event to shut down k street in which they're planning another march to begin at 11:30 this morning. it was just a year ago the encampment first began, but protesters lived there in tents for about four months before u.s. park police got into the square there and forced the ban on camping, moving the protesters out. again this morning, if you are heading out and driving downtown along k street or any of the surrounding areas downtown certainly going to want to watch out for some delays and possible disruptions or take an alternate route if possible. we expect they will gather here at 17th and k street about 7:00 this morning and begin marching sometime around 7:30. reporting live brianne carter, abc 7 news. >> report. meantime, a virginia man accused of killing a new york school superintendent is expected to to appear in court today for an extradition hearing. anthony taglianetti was arrested in shenandoah county on friday. he's charged with killing keith

reid outside his new york home last month. taglianetti's estranged wife was reportedly having an affair with reid. she spoke with abc news on saturday, but did not comment on those reports. >> a decades-long fight over a controversial business in alexandria comes to an end today. the genon power plant is closing for good taking with it more than 100 jobs. despite that loss in jobs, neighbors say the closing couldn't come soon enough. john gonzalez is live in alexandria to explain why that is. john? >> cynne, this dispute has been going on for many, many years, and this is really good news for residents here in alexandria. this morning, the smoke stacks are quiet, and the plant is dark. quite an amazing sight considering this plant has been burning coal since 1949, the genon plants located here on the potomac river. it's gone by several names in the past 60 years. the owner claims the main reason it's closing is because natural gas is much more

cantor's previous general election debate came in 2002 against democrat ben jones, who played "cooter" on "dukes of hazzard yts. >> a man facing drunk driving charges in d.c. police tems the driver rear ended a honda on georgia avenue. the honda hit two parked cars, and that's when it exploded and burst into flames. two d.c. police officers who were driving by rescued two people from that burning honda. those people did suffer life-threatening burns. the officer suffered minor burns. the driver accused of starting this whole thing was not hurt at all. the d.c. council will soon take up a bill aimed at fixing problems with the city's red top meter program. a councilmember is going to unveil the legislation during a news conference today. she says that parking rules and enforcement at parking spots reserved for disabled drivers. the council put the program on hold earlier this year because of confusion over the parking rules. >> arnold schwarzenegger's new

>> big change to kick off the workweek. with more on that, we go to doug hill. good morning, doug. >> good morning, jacqui. chilly start to today and definitely some fog west of the metro area, where visibilities are reduced down to a mile or less. let's give you a look at the u.s. naval academy in annapolis. dawn's early light breaking off to the east, looking down the river towards the chesapeake bay. here are those visibilities up north and west of the metro washington area, down in the tenths of a mile registered. right now, some low visibilities reported in hagerstown at .3 of a mile. the closer you get to the metro area, visibility is not a problem. in fact, it's mostly clear to partly cloudy. temperatures chilly, ranging from lower 40's north and west of washington to the mid 50's in the metro area. 55 degrees right now in the nation's capital. satellite and radar reveal some changes on the way from the south and southwest. the storm center and warm front will approach over the next couple of days, increasing clouds today. you need showers this afternoon, maybe some thunderstorms the next couple of days. we'll give you a 70 this afternoon with showers and we'll keep our eye on that for
